i am not expert in employment law but think that what the contract or policy says would dictate this. 
do the employment contracts include this as a term? or is there a policy which refers to the practice, or is this just something that developed over time and isn't documented? i think if you just issue a new policy, with sufficient warning (say 1 month) you should be able to change this. 
it occurs to me that your drivers' practice of parking illegally could be construed as a breach of their employment contracts...
